一 |     　　8月21日，国新办举行“开局起步‘十五五’”系列主题新闻发布会，财政部相关负责人介绍今年超30万亿元财政资金投向。　　根据2026年预算报告，今年，全国一般公共预算支出规模将首次超过30万亿元、比上年增加约1.27万亿元，财政支出盘子进一步扩大，为经济增长提供有力支撑。财政部副部长廖岷表示，今年的财政支出更多转向“投资于人”，支持国内消费，增强国内大循环内生动力。　　扩大内需是重中之重。

三 | 相关政策工具出台7个多月以来，累计支持相关领域新发放信贷超20万亿元，较上年同期增长了超8800亿元、增幅为4.5%，有约1.13亿人次居民、超620万家企业获得了政策支持。　　投资方面，加快超长期特别国债发行使用，其中8000亿元“两重”资金已全部下达，支持1417个重点领域重大项目建设。发挥地方政府专项债券带动作用，截至7月底全国已发行2026年新增专项债券2.4万亿元，支持建设项目超过1.8万个。　　中国式现代化，民生为大。随着中国式现代化建设的深入推进，人民群众对上学、看病、住房等民生保障有着更高期盼，在养老服务、育幼、出行等身边事上有着更多需求。　　今年，超30万亿元全国一般公共预算中安排教育、社保、卫生、住房等方面的资金达到了12.4万亿元，比上年增长5.4%，高于全国一般公共预算支出增幅1个百分点。　　财政聚焦“一老一小”这两个最牵动家庭的关键群体精准发力：一方面，持续提升养老、医疗等民生保障水平，在全国范围内向中度以上失能老年人发放养老服务消费补贴，支持农村地区65岁及以上老年人等群体免费接种流感疫苗。另一方面，下达241亿元补助资金，支持地方落实学前一年免保育教育费政策；下达约1000亿元补助资金用于发放育儿补贴，超过2500万名婴幼儿及其家庭领到了2026年度育儿补贴。此外，财政部预计今年全年超过4400万人领取低保、特困人员供养等基本生活救助。教育公平稳步提升。下达学生资助资金超过1600亿元，预计全年将有1.5亿人次受益。　　中青报·中青网记者 张均斌 来源：中国青年报。
